The bill aims to protect developers of non-custodial, peer-to-peer technologies while maintaining strict oversight of custodial financial institutions. The statement emphasizes that, based on FinCEN’s 2019 guidance, developers and infrastructure providers who do not control user funds should not be regulated as money transmitters. Signatories include Coin Center, DeFi Education Fund, Solana Policy Institute, Digital Chamber, Blockchain Association, and Uniswap Labs. They expressed gratitude to Chairman Hill, Chairman Steil, Majority Whip Emmer, and Representative Torres.
Strategy Raises $112 Million for Bitcoin Purchases, No MSTR Shares Sold
Strategy announced on June 9 that it raised $112.2 million between June 2 and June 8 through its at-the-market (ATM) offering, selling 626,639 STRK preferred shares and 432,679 STRF preferred shares. Notably, the company did not sell any common MSTR shares. As of June 8, Strategy still has $18.631 billion available under its Common ATM program, $20.617 billion under the STRK ATM program, and $2.005 billion under the STRF ATM program.
ProShares and Bitwise File ETF Applications Linked to Circle Stock
According to Henry Jim, Senior ETF analyst at Bloomberg, ProShares and Bitwise have submitted filings to the U.S. SEC for ETFs tracking Circle stock. On June 2, Nasdaq submitted a 19b-4 rule change application to the U.S. SEC seeking to include XRP, SOL, XLM, and ADA in its digital asset benchmark index. If approved, the Hashdex Nasdaq Crypto Index U.S. ETF (NCIQ) will shift from the Nasdaq Crypto U.S. Settlement Price Index (NCIUS) to the broader Nasdaq Crypto Index (NCI), enabling investments in these assets. The SEC’s final decision is due by November 2, 2025.
Bitcoin Treasury Debt Risk Overstated, Most Maturities Set for 2027–2030
Alex Thorn, Head of Research at Galaxy Digital, said fears over Bitcoin treasury companies' debt burdens are exaggerated. He noted that the overall debt size is modest and most obligations mature in over two years. Galaxy Research data indicates that debts maturing in July 2024 ($650 million), September 2024 ($500 million), and February 2025 ($1.05 billion) have already been repaid. The majority of remaining debt is due between 2027 and 2030, including $1 billion in December 2027, $2 billion in March 2028, and $3.65 billion in June 2028—the largest single amount. Companies in the dataset include Strategy, Marathon, Riot, Semler Scientific, Marathon Holdings, and H100, with data current as of May 27, 2025.
